Tato evropská norma stanoví všeobecná kritéria, kterými musí řídit certifikační orgán provádějící certifikaci pracovníků, má-li být uznán národní nebo evropské úrovni způsobilý spolehlivý při uplatňování systému certifikace pracovníků, bez ohledu odvětví, kterém působí.
