D135/030 supported the actions undertaken the Technical Director
on its behalf and asked the Central Secretariat send copy of
the Internal Regulations Part “Common rules for
standardization work” the ICLP secretariat.
D135/031 noted the common position from the French, Portuguese and
Spanish, National Committees regarding the national standards
covering the ESE system and particular their view that:
- the ESE lightning protection system not included the
scope the 62305 series
- according the CEN/CENELEC Internal Regulations Part 2
there conflict between 62305 and the national

Conference Lightning Protection) against the ESE (Early
Streamer Emission) lightning protection system and more in
particular against the existence 17-102.

62305 and 17-102 and asked the technical body provide
detailed evidence possible conflict between both documents
